A Virginia couple has been arrested after two children were discovered shackled to a post inside a home, according to police reports.
Wendi Del Cid Rodriguez, 46, and Franklin Viera Guevara, 29, now face multiple serious charges, including child neglect, child cruelty, and abduction.
On August 15, Fairfax County authorities responded to allegations of child neglect at an apartment located on the 6700 block of Tower Drive in Groveton, Virginia. What they found was deeply troubling.
