A Virginia couple has been arrested after two children were discovered shackled to a post inside a home, according to police reports.
Wendi Del Cid Rodriguez, 46, and Franklin Viera Guevara, 29, now face multiple serious charges, including child neglect, child cruelty, and abduction.
